The Asian man was said to be armed with a knife and threatening cut through the rope if he didn't get access to the US President, Mirror Online reports.

He is dangling from the 16th floor balcony of the 98-storey building in the 400 block of North Wabash, with police confirming reports were first received around 5.30pm local time.

"There are police on top of the tower and in boats on the river. Not sure how he got up there but has been there over an hour.
